Home, Office, Gym & Annex Approved Planning Application Barking and Dagenham Council
At HEAL Planning & Developments, we helped a homeowner in Romford secure planning permission for a detached garden outbuilding.
The application was submitted to the London Borough of Barking and Dagenham and proposed a single-storey outbuilding providing a home office, gym and toilet facilities.
Our client wanted to make better use of their generous rear garden, creating a dedicated space for working from home and exercising.
Importantly, the proposal was never intended to create a separate dwelling. The outbuilding would remain entirely ancillary to the main family home, with no independent access, kitchen, separate postal address or private curtilage.
Although the proposal was relatively straightforward, several planning considerations needed to be addressed.
The Council needed to be satisfied that the building would remain subordinate to the main dwelling, respect the character of the area and avoid unacceptable impacts on neighbouring properties.
A neighbouring resident also raised concerns regarding drainage, foundations, construction impacts and the possibility of the building becoming a separate residential unit.
We prepared a detailed Planning Design and Access Statement demonstrating that the outbuilding would remain ancillary accommodation and comply with the London Plan and Barking and Dagenham Local Plan.
The building was carefully designed with a flat roof approximately 2.5 metres high and positioned at the very end of the garden, where it would not be visible from the public street scene.
It would also occupy less than half of the remaining garden, while similar outbuildings could already be found within the surrounding area.
Throughout the application, we managed the planning process, liaising directly with the Council and responding to the issues raised.
The London Borough of Barking and Dagenham granted planning permission.
The planning officer accepted that the outbuilding respected the character and appearance of the property and surrounding area. Although relatively substantial, it remained proportionate to the garden and comparable with other nearby outbuildings.
The Council also concluded that there would be no unacceptable impact on neighbouring residential amenity.
Drainage and foundation concerns would be addressed through Building Regulations, while construction impacts were considered temporary.
A planning condition was imposed ensuring the building could only be used for purposes ancillary to the main dwelling, preventing it from becoming a separate residential unit without further planning permission.
The application was submitted on 27 March, validated on 1 April, and planning permission was granted on 2 June.
That meant approval was secured in just over two months.
This case demonstrates that even straightforward garden outbuilding, home office and gym planning applications can benefit from a strong planning case, particularly where the scale and future use of the building need to be carefully justified.
